Are there reserved IOE seats for staff or their children?
Yes, and the letter has to exist before you apply. A permanent teacher or staff member past probation applies with prior written approval from the IOE Dean’s office; a child of one applies with a recommendation letter from the office where the parent works.
Yes, and the paperwork has to exist before you apply rather than after. IOE’s 2083 booklet reserves two seats across all its campuses at BE and B.Arch level for the self-advancement of permanent teachers and staff who are past probation. A teacher or staff member applying for one must first obtain a prior approval letter from the Dean’s office of the Institute of Engineering and submit an attested copy of it with the application. Children come in by a different route and with a different letter: if no teacher or staff member applies, those seats pass to the children of permanent teachers past probation, or to children of permanent staff with at least one year of service in IOE bodies, admitted on merit, and the applicant submits a recommendation letter from the office where the parent works. Neither letter can be obtained retrospectively.
The two routes, and the letter each needs

Why does the order of the two routes matter?
Because the children’s route only opens if the first one is unused. The booklet gives the two seats to teachers and staff for their own advancement, and passes them to children only where no teacher or staff application has been received. A child of a staff member is therefore applying for a seat that may not exist in a given year, which is worth knowing before the priority form is filled in.
When do the letters have to be in?
Within five days of the entrance result being published, at the place IOE designates, which is the same deadline every reserved route runs to. The approval letter comes from the Dean’s office and the recommendation letter from a government office, and neither is issued the same afternoon, so this is the route where starting after the result is already too late.
What this does not change
The entrance examination and the merit list still apply. A reserved category affects allocation, not eligibility, and it does not substitute for passing the entrance.
These seats can quietly become ordinary merit seats
A reserved seat is not held open indefinitely. Where a reserved quota is not filled by applicants entitled to it, the booklet says those seats are published to open applicants instead. In a year when nobody eligible applies, these two places are simply absorbed into the general list, which is why they are worth asking the campus about rather than assuming.
Which parent qualifies, and which does not
The booklet draws two different lines for the two kinds of parent, and a household can easily satisfy one and not the other. For a teacher parent the test is a permanent appointment with the probation period completed. For a staff parent it is a permanent appointment with the probation period completed and at least one year of service in a body under IOE. Contract appointments, temporary appointments and anyone still inside probation are outside the provision, however long they have worked at the campus. Establish which line your household sits on before the recommendation letter is requested, because the letter comes from the office where the parent works and it is that office that will be asked to certify the status.
The letter is not the same document a staff applicant needs
It is worth separating the two, because they come from different places and only one of them can be obtained locally. A teacher or staff member applying for themselves needs a prior approval letter from the Dean’s office of the Institute of Engineering, submitted as an attested copy with the application. A son or daughter applying instead needs a recommendation letter from the office where the parent works. If you are the child of a staff member, the Dean’s office is not your route and asking there first costs days inside a five-day window.
